Washington, DC, November 6, 2026 — The Digital Sovereignty Alliance (DSA)a non-profit organization dedicated to advancing public policy, research, and education related to new technologies, participated in the Strobe Summit, where DSA Executive Director Adrian Wall moderated a fireside discussion with former Commodity Futures Trading Commission (CFTC) Chairman Christiopher Giancarlo on the evolving legal landscape for digital assets and the future of financial markets.

Titled “Crypto at a Crossroads: Regulation, Institutional Adoption, and the Future of Financial Markets,” the discussion explored the way forward for U.S. digital asset policy amid regulatory uncertainty and growing corporate interest in blockchain-based financial structures. Drawing on his experience leading the CFTC and establishing the Digital Dollar Initiative, Giancarlo emphasized an approach to rulemaking that combines clear exchange rules under the CFTC’s jurisdiction with congressional efforts to address remaining gaps. The discussion also explored the implications of the GENIUS Act, including Giancarlo’s concerns about the financial side and his opinion that dollar-backed stablecoins could act as a 24/7 global payment rail, raising fundamental questions about the movement of the dollar on the chain and providing that structure.

Wall and Giancarlo also explored the regulatory challenges surrounding prediction markets, futures, and decentralized finance (DeFi). Topics include the CFTC’s role in overseeing forum contracts, bringing offshore derivatives into regulated U.S. markets, the ability for 24/7 trading, and ensuring accountability for independent platforms without traditional intermediaries. The discussion highlighted the need for regulatory frameworks that focus on market integrity, cyber security, consumer asset protection, and the fair operation of interconnected financial markets.

“Legal transparency needs more than new laws. We need laws that reflect the reality of digital asset markets,” said Adrian Wall, moderator of the discussion. “The CFTC currently has the authority to answer questions about major market structure, while Congress has a significant role in determining regulatory areas. The correctness of that balance will determine whether the US can bring digital assets onshore, accelerate corporate adoption, and protect market participants without compromising innovation or funding.”

DSA’s participation demonstrates its commitment to advancing policy discourse and effective regulatory approaches that support innovation, market integrity, and the integration of digital assets into the broader financial system.
